The U.S. Department of Labor’s Bureau of Labor Statistics (BLS) released a report showing a drop in union membership from 14 percent to 13.2 percent in the U.S. private construction industry from 2011 to 2012. Today 86.8 percent of the private construction workforce chooses not to belong to a union.
Nine ABC member companies, representing 20 chapters, were ranked by Fortune magazine in their annual “Top Companies to Work For” list. They include: Edward Jones, DPR Construction, Plante & Moran, PLLC, Baker Donelson, PCL Construction Enterprises, Inc., Balfour Beatty Construction, TD Industries, Grainger and CH2M HILL.
The EPA in November 2012 began issuing enforcement actions for violations of its Lead-Safe Renovation Repair and Painting rule, which went into effect in April 2010, and began mailing postcards to uncertified renovation contractors in target areas.
The Environmental Protection Agency in January settled a longstanding lawsuit that had been brought against its 2009 rule on Effluent Limitation Guidelines by agreeing to withdraw the numeric limit for turbidity in stormwater discharges.
ABC member Thomas Mistick April 14 told the U.S. House Committee on Education and the Workforce Subcommittee on Workforce Protections that the DOL fails at administering the Davis-Bacon Act and that the law is “fatally flawed,” echoing the findings of an April 6 report by the Government Accountability Office. The hearing was titled, “Examining the Department of Labor's Implementation of the Davis-Bacon Act.”
