The Environmental Protection Agency in January settled a longstanding lawsuit that had been brought against its 2009 rule on Effluent Limitation Guidelines by agreeing to withdraw the numeric limit for turbidity in stormwater discharges.Â
ABC member Thomas Mistick April 14 told the U.S. House Committee on Education and the Workforce Subcommittee on Workforce Protections that the DOL fails at administering the Davis-Bacon Act and that the law is “fatally flawed,” echoing the findings of an April 6 report by the Government Accountability Office. The hearing was titled, “Examining the Department of Labor's Implementation of the Davis-Bacon Act.”Â

The U.S. Department of Labor (DOL) issued Davis-Bacon wage surveys for seven states and ABC is encouraging contractors and subcontractors who have performed work in those states during the appropriate timeframe to participate.Â

The Environmental Protection Agency (EPA) Aug. 12 announced plans to withdraw the numeric limit portion of its stormwater management regulations for construction sites, the Effluent Limitations Guidelines (ELG). The rule originally was slated to take effect in January 2011, butenforcement was suspended due to challenges filed by industry groups and the U.S. Small Business Administration.
