The U.S. House of Representatives recently passed two ABC-supported regulatory reform bills with bipartisan support. The Achieving Less Excess in Regulation and Requiring Transparency (ALERRT) Act (H.R. 2804) passed the House on Feb. 27 by a vote of 236-179 and the Responsibly and Professionally Invigorating Development” (RAPID) Act (H.R. 2641) passed the House on March 6 by a vote of 229-179.

The Department of Labor’s (DOL) regulatory agenda, released Nov. 27, included updated timeframes for proposed rulemakings related to independent contractors and apprenticeship.

On July 12, the Federal Motor Carrier Safety Administration issued revised guidance under the hours of service (HOS) rules for how commercial drivers should record and take breaks.

The Federal Motor Carrier Safety Administration’s changes to the drivers’ Hours of Service rule, which changes the total hours a week a truck driver can work from 82 to 70 and implements a “34 hour restart” requirement, goes into effect July 1. The rule also requires a driver to take a 30-minute break for every eight hours of consecutive driving.

The Department of Labor Office of Labor-Management Standards Aug. 3 published a proposed rule for the implementation of Executive Order 13496 that requires federal contractors and subcontractors to post a notice aimed at informing employees of their rights to join or not join a union.
