ABC Students Attend White House Pledge to America’s Workers Event

Two graduates of ABC Pelican Chapter's Baton Rouge Training Center and one from the ABC Heart of America apprenticeship program were in Washington last week to attend the one-year anniversary celebration of President Trump’s Pledge to America’s Workers at the White House. Last year, ABC pledged to educate and upskill at least 500,000 construction workers over the next five years during the kick-off event.

Controversial Multiemployer Pension Plan Bill Advances in Congress

On July 24, the U.S. House of Representatives passed the Rehabilitation for Multiemployer Pensions Act (H.R. 397) by a vote of 264-169 with 29 Republicans supporting the majority. Advocates argue the measure is needed to protect the pensions of 1.3 million workers in certain multiemployer pension plans and prevent the collapse of the Pension Benefit Guaranty Corporation, while critics maintain the legislation is a taxpayer-funded bailout of MEPPs and does little to address the fundamental structural flaws of MEPPs.

SBA Raises Size Thresholds for Firms to Qualify as Small Businesses

On July 18, the U.S. Small Business Administration issued an interim final rule that will adjust monetary-based small business size standards for inflation to allow more small businesses to become eligible for the SBA’s loan and contracting programs.

New Hampshire Governor Vetoes Prevailing Wage Legislation

In a victory for ABC, New Hampshire Gov. Chris Sununu vetoed legislation that would have imposed prevailing wage requirements on state projects for the first time since the law was repealed in 1985 on July 19.  Read the rest of entry »

EEOC Opens Online Portal for Pay Data Collection

On July 15, the U.S. Equal Employment Opportunity Commission opened the online portal for the collection of data on pay and hours worked (or Component 2 data) for calendar years 2017 and 2018. Read the rest of entry »

EEOC Releases Additional Guidance on EEO-1 Component 2 Collection

On July 2, the Equal Employment Opportunity Commission updated the Component 2 EEO-1 Online Filing System website to include additional resources for employers. The website now includes a More Info section and a Frequently Asked Questions page. Read the rest of entry »

EPA Finalizes the Affordable Clean Energy Rule

On June 19, the U.S. Environmental Protection Agency issued the Affordable Clean Energy final rule, which replaces the Obama administration’s overreaching Clean Power Plan with a rule that restores rule of law, empowers states and supports energy diversity. Read the rest of entry »

ABC Submits Comments in Support of DOL’s Regular Rate Proposal

On June 12, ABC submitted comments to the U.S. Department of Labor’s Wage and Hour Division in support of its proposal to clarify and update the regulations governing regular rate requirements under section 7(e) of the Fair Labor Standards Act and offered the Department further suggestions for improvement. Trump Administration Releases Spring 2019 Regulatory Agenda

On May 22, the Trump administration released its Spring 2019 Unified Agenda of Regulatory and Deregulatory Actions. The agenda lists upcoming rulemakings and other regulatory actions from each agency that the administration expects to publish through the end of the year and into 2020. Read the rest of entry »

ABC Comments on U.S. House Surprise Billing Draft Legislation

On May 28, as part of the Partnership for the Employer-Sponsored Coverage, ABC signed on to a letter to the U.S. House Energy and Commerce Committee supporting legislation to combat surprise billing in health care and providing key insight on the committee’s draft proposals.
