Before coming to D.C., make sure you know how the following key issues affect you and how members of congress can help ABC advance the merit shop philosophy.

Project Labor Agreements: Ask your representative to cosponsor the Government Neutrality in Contracting Act (H.R.1671/S.71) to prevent federal agencies and recipients of federal assistance from requiring contractors to sign an anti-competitive and costly project labor agreement (PLA) as a condition of winning a federal or federally assisted construction contract. The bill would eliminate discriminatory PLA preference policies that discourage competition and result in needless waste and favoritism in the procurement of taxpayer-funded construction projects.

Tax Reform: Over 75 percent of construction businesses pay taxes at the individual rate through their owners’ returns. A corporate-only rate cut would do nothing to help these companies, and would in fact widen the existing disparity while resulting in a net tax hike. We need low, similar rates for all businesses, regardless of size, sector or tax structure.

Burdensome Regulations: The Obama Administration continues to issue rulemakings through the NLRB, DOL, and EPA, that detrimentally impact the construction industry.  ABC is committed to reforming the broken federal regulatory process and ensuring industry stakeholders’ voices are heard and rights are protected.

Blacklisting: ABC is strongly opposed to President Obama’s Executive Order 13673, known as the “Blacklisting” E.O., because it could prevent some federal contractors from winning future federal contracts, will discourage qualified large and small businesses from pursuing federal contracts, threaten the livelihood of millions of Americans and increase costs to taxpayers.
